Consider and hear a Petition to Voluntarily Annex into the City of Aransas Pass an area commonly known as Hogan Homes or Harbor Heights Phase 2, a portion of San Patricio County Appraisal District Property ID No. 63789 with a legal description being a 7.941 acre tract of land being out of and a part of Farm Lots 3, 4, and 5, Land Block 75 of the T.P. McCampbell Subdivision according to the established map or plat thereof as recorded in Envelope 11, Pages 21 and 22 of the Map Records, San Patricio County, Texas and being a portion of that same tract of land described by Special Warranty Deed with Vendor’s Lien in favor of Third Party dated October 18, 2005, conveyed from Compass Bank, Successor Trustee to Gallagher Builders, Inc. as recorded in Instrument No. 55005559 of the Real Property

Consider and Act on issuance of a Request for Proposals for Harbor Master Building.

EXECUTIVE SESSION.

4.I.

Section 551.071 of the Texas Open Meetings Act to meet with its attorney to seek legal advice on a matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act relating to:

  1. Annexation Proceedings
  2. Update regarding Corpus Christi's request for Aransas Pass Fire Department to provide Fire Service in Corpus Christi's newly annexed area
  3. Memorandum of Understanding Agreement for Animal Control Services
  4. Conn Brown Harbor Lease - Justin Chandler, 518 Bigelow
  5. Association Against Annexation Abuse vs. City of Aransas Pass, Cause No. A-19-0169-CV-B in the 156th District Court of Aransas County, Texas.  Said Association Against Annexation Abuse legally represented by David L. Earl, Attorney, who also legally represents Rockport Terminals, LLC
4.II.

Reconvene in Open Session to Consider and Take Action, if any, on any item discussed in Executive Session.

4.III.

Consider and Act on selecting five City representatives to represent the City in the negotiation process for services to the area relating to the annexation of up to 1,400 acres of property located north of Aransas Pass and extending up to the City of Rockport's extraterritorial jurisdiction, and along Highway 35 Bypass and Highway 35 Business (Phase II) in accordance with Section 43.052(b) of the Texas Local Government Code.

Consider, Discuss and Take Action on Resolution on whether to accept or deny each petition filed for Inclusion into Municipal Annexation Plan for Petitioners who reside or own land in the Phase I, Phase II and Phase III Annexation of property located north of Aransas Pass and extending up to City of Rockport's Extraterritorial Jurisdiction (ETJ).

Consider, discuss and take action on Memorandum of Understanding (MOU) agreement with the City of Ingleside for Animal Control Services.

4.VI.

Consider and Act on an amendment to the Conn Brown Harbor Lease Agreement with Justin Chandler for property at 518 Bigelow for a one-year extension to begin April 1, 2019 and end April 1, 2020.
