Consider and Act on Ordinance No. 2019-4251 adopting the International Building Code 2018 Edition; International Residential Code 2018 Edition including Appendices D and J; ICC A117.1-2017 Standard for Accessible and usable Buildings and Facilities; International Plumbing Code 2018 Edition; International Mechanical Code 2018 Edition; International Energy Code 2018 Edition; International Fuel Gas Code 2018 Edition; International Fire Code 2018 Edition including Appendices A through N; International Property Maintenance Code 2018 Edition; International Zoning Code 2018 Edition; International Existing Building Code 2018 Edition; and NFPA 70: National Electrical Code 2017 Edition; providing for publication; provide an effective date; and ordaining other related matters.

Consider and Act on approving updates to City Code of Ordinance Sections 28-23, 28-24 and 28-51 which affect speed limits, parking, and one-way traffic as it relates to school zones inside the city limits of Aransas Pass.

  1. Consider and Act on Ordinance No. 2019-4252 amending Section 28-23 Same-School Zones; providing to erect and maintain "School Speeding Zone" Signs; providing a penalty for violation; repealing all conflicting ordinances; providing a savings and severability clause; providing for publication in the official newspaper; and providing an effective date.
  2. Consider and Act on Ordinance No. 2019-4253 amending Section 28-24 One Way streets and Alleys; providing to erect and maintain "One Way Street" Signs; providing a penalty for violation; repealing all conflicting ordinances; providing a savings and severability clause; providing for publication in the official newspaper; and providing an effective date.
  3. Consider and Act on Ordinance No. 2019-4254 amending Section 28-51 for No Parking during certain hours; providing to erect and maintain "No Parking During Certain Hours: Signs; providing a penalty for violation; repealing all conflicting ordinances; providing a savings and severability clause; providing for publication in the Official Newspaper; and providing an effective date.

Section 551.071 of the Texas Open Meeting Act to meet with its Attorney to seek legal advice on a matter in which the duty of the Attorney to the City Council under the Texas Disciplinary Rules of Professional conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act relating to:

  1. Municipal Court Department
  2. City of Aransas Pass vs. Utility Service Co., Inc., Civil Action No. 2:19-cv-0124 in the United States District Court for the Southern District of Texas, Corpus Christi Division
  3. Association Against Annexation Abuse vs. City of Aransas Pass, Cause No. A-19-0169-CV-B in the 156th District Court of Aransas County, Texas
  4. Conn Brown Harbor Lease - Justin Chandler, 518 Bigelow

Section 551.087 deliberations regarding Economic Development Negotiations related to Potential Housing

PUBLIC NOTICE is hereby given that the City Council may elect to go into executive session at any time during the meeting in order to discuss any matters listed on the agenda, when authorized by the following provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code:

  1. Section 551.071, Contemplated or pending litigation or matters where legal advice is requested of the City Attorney.
  2. Section 551.072, The purchase, exchange, lease or value or real property, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person.
